Adamly should allow a third party, a client, a participant or an affected stakeholder to raise a material concern about an active record.

The challenge process is part of the product, not an afterthought.

Grounds

A challenge should be based on material incompleteness, inaccuracy or contradiction.

Unsupported opinion is not enough. A useful challenge points to new evidence, a wrong scope description or a misleading public wording.

The process should also define what happens while the challenge is under review.

Outcomes

A record can be maintained, amended, suspended or withdrawn.

The important point is that the public status reflects the current state of the review, not a frozen past decision.
